Mateusz Berger

Mateusz Berger – appointed as the President of the Management Board of Polskie Elektrownie Jądrowe sp. z o.o. on 15 August 2023 – lawyer, advocate, public officer and manager with many years of experience in government administration and corporations.
For over 5 years he was associated with PKO BP S.A. bank, where he was responsible for, e.g., legal advice in the area of investment and corporate banking, and participated in credit committees at the level of the bank's head office. Previously, he gained legal experience at a renowned law firm in Warsaw and at the Ministry of Finance, and also worked at an investment fund company. Over the years, he supported a family business in the area of legal services, business development and sales.
Since 2017, he has been involved in the public sector as deputy director and then director of the Department of Supervised and Subordinate Units at the Ministry of Development, where he supervised more than 250 companies with the State Treasury shareholding as a plenipotentiary of the Deputy Prime Minister. At that time he was responsible for a number of investment and restructuring processes, and actively participated in legislative work on owner supervision over companies with the State Treasury shareholding. He and his colleagues created a number of legal instruments aimed at expanding the State's investment role – including the Capital Investment Fund, the Program Efficiency+ (pol. Program Efektywność +), active owner supervision or the PFR Group's cooperation model. Since 2017, a member and subsequently chairman of the Supervisory Boards of Polskie Linie Lotnicze LOT S.A. (LOT Polish Airlines) and the Industrial Development Agency.
In 2018, he took the position of Director of the State Treasury Department in the Chancellery of the Prime Minister. As the Prime Minister's plenipotentiary for the supervision of companies with the State Treasury shareholding, he supervised nearly 400 entities until April 2018. In 2018-2019, he oversaw key companies, including PKO BP S.A., PZU S.A., PKN Orlen S.A., Grupa Azoty S.A. and other enterprises. He was responsible for the legal and investment aspects of the establishment of the Central Communication Port (pol. Centralny Port Komunikacyjny), and worked on numerous investment processes, including the Polish Aviation Group, Polish Hotel Holding, Polfa Tarchomin Plants, mergers and acquisitions.
Delegated in 2019 and then appointed to the management board of the Industrial Development Agency in April 2020. At the company, as vice president in charge of the owner supervision, finance, accounting and investment divisions, he was responsible for a number of investment processes, particularly in the development of the local supply chain for the industry of offshore wind energy. Initiator and board member responsible for the energy transition of ARP S.A. capital group companies, including the establishment of ARP Energia S.A., Grupa Przemysłowa Baltic and numerous initiatives to improve the energy efficiency of supervised entities.
Chairman of the Board of the Bank Guarantee Fund since April 2020. In 2020-2023, he actively supported the processes related to the Polish financial market, its stability and fulfilled the duties of the Act on the Bank Guarantee Fund.
In July 2022, he was appointed as the Government Plenipotentiary for Strategic Energy Infrastructure. During his tenure of office, he was responsible, e.g., for work on the selection of a technology vendor for the first Polish nuclear power plant, successfully leading to a resolution of the Council of Ministers on the matter. Subsequently, he actively supervised Polskie Elektrownie Jądrowe, worked on the Government's resolution on financing the construction of the first nuclear power plant in Poland, negotiated with the European Commission on the selection of the key consortium member responsible for the project execution, and worked during legislative proceedings on the amendment of the atomic law.
